Massad Oz manages all project stages, beginning with the pre-development stage, through initial design, preliminary design, obtaining of licenses and permits for project startup, preparation of tenders and selection of contractors and suppliers, preparation of estimates and timetables, supervision and management of the entire construction process by a professional and detail-oriented staff that at all times represents the interests of the client and construction quality, ending with the finish and occupancy stage.

  1. Preliminary clarifications with public authorities and receipt of design guidelines.
  2. Management and assistance in the preparation of a building program in cooperation with the client’s programmatic consultant.
  3. Preparation of a guidance program for the project designers for purposes of obtaining price proposals.
  4. Preparation of a detailed project budget.
  5. Preparation of a detailed project timetable.

  1. Assistance in design coordination.
  2. Review of technological alternatives (building methods, building materials and finishes, electromechanical systems, etc.), analysis and adaptation to the program and budget.
  3. Participation in design coordination with emphasis on the preparation of detailed material for tenders, permitting requirements and public/municipal utility hookups.
  4. Assistance in obtaining suitable insurance for the project.
  5. Budget revisions based on the detailed design.

Licensing and permits

  1. Analysis of licensing tracks and determination of a compatible action plan for obtaining licenses.
  2. Coordination of the submittal of an application and/or applications for building permits.
  3. Handling of decision-making at the local planning & building committee.
  4. Handling of special licensing elements such as variances, fees and surcharges and special evacuation distances.
  5. Coordination of various parties and handling of the receipt of conditions for a building permit and/or permits.

Tenders stage and selection of contractors and suppliers

Tenders stage and selection of contractors and suppliers

  1. Preparation of a program for the manner by which tenders are allocated among the different types of contracting bodies and determination of the tender documents.
  2. Guidelines for designers for purposes of preparing tender materials.
  3. Preparation of the administrative components of tenders: RFP, contracting agreements and preliminary general conditions, and contractual arrangements (terms of payment, participation in insurance, retention and offsets).
  4. Receipt of tender material from the designers, editing and compilation, and issuance.
  5. Preparation of a distribution list of contractors and its submittal to the client for its decision.
  6. Distribution of the tenders, holding of contractors’ site tours and compilation of responses to contractor inquiries.
  7. Receipt of bids, their comparison and analysis, management of negotiations and provision of a recommendation to the client on the selection of contractors and suppliers.
  8. Preparation of contracting agreements with contractors and suppliers.
  9. Budget revisions based on agreements with contractors and suppliers.

Construction stage

Construction stage

  1. Routine supervision over execution of the works subject to the drawings and maintenance of the quality of execution.
  2. Management of standard and quality tests and inspections through authorized laboratories (whether the laboratory costs are paid by the client or contractor).
  3. Preparation of a work plan for the various stages of construction including mobilization sites, work areas, orders of priority and precedence during construction.
  4. Definition of objectives and routine review of “design vs. execution”.
  5. Maintenance of a periodic budget review system.
  6. Maintenance of a periodic timetable review system.
  7. Management of weekly design and construction coordination meetings.
  8. Handling of the incorporation of design changes in the designers’ drawings, their transmittal to the various builders and consequent budget revisions.
  9. Review of invoices and their approval in a computerized system including interface with budget revision and monitoring.
  10. Coordination with the installers of special equipment.
  11. Coordination of the installation of project utility hookups with various public authorities (water, drainage, sewage, electricity, site development, etc.).
  12. Coordination with competent authorities that approve occupancy of the building (Israel Electric Corporation, firefighting services, Civil Defense Authority, municipal supervisors, etc.).
  13. Handling of the receipt of various approvals for a Form 4 occupancy permit and its issuance.
